One players plays the 2 Roman Empires (Eastern (Byzantium) and Western). The other one plays the enemies of the Rome (Barbarians and usurpers).
During the course of the game those roles can be inverted (in phase F of each turn).
Historical leaders (Romans and Barbarians) come into play at specific times but die at variable times.

The goal of the game is to score more victory points (PV) than your opponent.

Turns alternate between the players, based on initiative, they can use stratagems (uprising, usurping...).

Sequence of play:

B- initiative
C- Geo-strategy (use of stratagems)
D- Administration
E- Moves and Battles
F- Outcome of the campaign
